I tend to clean mine a couple times a year when I do my big "spring/ fall " cleaning. I don't think there's a set schedule you should follow - I also clean mine out when it starts looking grungy.

Mine is a wire tray coated with white plastic. Since it has holes in it, nothing collects in the bottom of the tray.

Whenever it needs it, or whenever you clean out the drawer. For me it is usually once a year.
